Yes. In this case, the first part of the US Constitution.

WHOA! Looked it up. Yeah, you have a Constitution AND a Preamble, all right... but there's a reason Aussies don't memorise this in the second grade: http://australianpolitics.com/constitution-aus/text/preamble
